The FBI Agent representing the FBI Director in the Embassy is called the Legal Attaché (LEGAT). The LEGAT is responsible for furthering FBI investigations as well as assisting with local law enforcement requests that have a United States nexus in this area of responsibility (AOR), which includes Ukraine and Belarus. This mission is accomplished primarily by building strong relationships with local agencies that have law enforcement responsibilities. The LEGAT also provides training and technical assistance to local law enforcement partners, often in conjunction with other Embassy agencies.
The LEGAT handles all investigative matters within the FBI’s jurisdiction and assists other US law enforcement agencies when requested. In particular, this AOR contains significant Cyber and Organized Crime activity, as well as Child Exploitation problems. The former criminal enterprises often target United States businesses and are a significant threat to them for serious financial loss, while the latter crimes inflict long term individual damage. The LEGAT is constantly working to strengthen law enforcement abilities within the AOR to help combat these serious threats.
LEGAT Kyiv is staffed by three agents (one LEGAT and two Assistant Legal Attachés or ALATs) and a LEGAT Operations Assistant (LOA). While the LEGAT manages the overall FBI mission in the AOR, one ALAT covers exclusively Cyber Crimes and the other handles general criminal and national security matters. The FBI has had a LEGAT office open in Kyiv since 1997.
