The Office of the Legal Attaché (LEGAT) is the overseas law enforcement representation by the Federal Bureau of Investigation (FBI) to foreign governments.  The Kyiv LEGAT office facilitates the investigative needs of the FBI in Ukraine by creating cooperative liaison relationships with Ukrainian law enforcement agencies.  The LEGAT is also responsible for facilitating Ukrainian law enforcement assistance requests with FBI offices in the United States.  LEGAT Kyiv is responsible for law enforcement requests for Ukraine and Belarus.

Since October 2009, the LEGAT office also hosts a Supervisory Special Agent specializing in Cyber crimes on a Temporary Duty (TDY) assignment to Post.  The TDY assignment is designed to initiate greater cooperation with Ukrainian law enforcement on Cyber crimes and provide more expert service in handling mutual Cyber investigations.

The LEGAT office handles law enforcement investigative requests in all areas of criminal investigative interest to the FBI.  The most pervasive criminal problem, and that which generates the most requests for assistance, is Cyber crime.  Particularly for the US, Cyber crimes originating from Ukraine and targeting US companies and individuals represent a significant criminal threat and financial loss.  Cyber issues include:

• Identity theft
• Child pornography
• Denial of service attacks
• Computer hacking
• Financial crimes

In addition to Cyber crimes, LEGAT routinely handles Organized Crime and Alien Smuggling issues.
